Summary

This full-time position splits the workday between two departments. The employee will be responsible for assisting in the day-to-day operations of the mailroom and law library. When the primary staff member in either department is out of the office, the employee will serve as the full-day fill-in to ensure continuity of service.

Essential Duties and Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Pick up, deliver, distribute, process, and route all incoming and outgoing County mail.
  • Serve as liaison with the U.S. Post Office; operate County vehicle for mail runs.
  • Operate postage software and assist other departments with mail processing.
  • Track postage expenditures by department; maintain mail-related records.
  • Develop and maintain contact with USPS and County departments.
  • Assist with postage-related purchases and budget documentation.
  • Provide basic clerical support including filing, copying, preparing spreadsheets, and answering phones.
  • Assist in training County employees on mail equipment and processing procedures.
  • Ensure mailroom equipment is functional and maintained.
  • Maintain confidentiality of postal information.
  • Other duties as assigned by the Director.

Law Library Responsibilities

  • Provide legal reference assistance to the public, judges, and attorneys (without offering legal advice).
  • Maintain and update the legal collection (e.g., pocket parts, new volumes).
  • Answer reference questions, assist with LexisNexis and copier use.
  • Order and process legal materials and maintain supply inventories.
  • Maintain contact with attorneys and the Bar Association; set up copier access.
  • Assist with budget planning and financial records.
  • Keep daily statistics on resource usage.
  • Serve as courthouse Public Notary.
  • Maintain orderliness of the library by shelving books and clearing desks.
  • Other duties as assigned by the Director.

EDUCATION and/or EXPERIENCE Minimum of a high school diploma or its equivalent required. Two years of knowledge of general office practices and procedures preferred. County government organization and services experience desirable.

Knowledge, Skills and/or Ability

KNOWLEDGE OF

  • Strong understanding of basic office procedures, mail operations, and library functions.
  • Skilled in Word, Excel, and basic data entry; ability to learn specialized library software.
  • Ability to prioritize and manage time effectively across departments.
  • Must work independently and show initiative with minimal supervision.
  • Ability to lift up to 25 pounds (mailroom) and up to 25 pounds (library).
  • Effective verbal and written communication; ability to assist the public professionally.

SKILL/ABILITY TO The ideal candidate must be able to communicate clearly and concisely, both verbally and in writing, and coordinate effectively with staff, departments, officials, and the public. Strong administrative and problem-solving skills are essential, along with the ability to work independently, manage time-sensitive deadlines, and maintain confidentiality. Proficiency in word processing, spreadsheets, ten-key, and data entry is required, as is familiarity with computers in a local network environment and standard office equipment, including Word, Excel, library systems, printers, and fax machines. The candidate must be able to read and understand Midland County personnel policies and written instructions, analyze and interpret data, use correct grammar and spelling, and accurately proofread and type documents. They should be capable of performing calculations, maintaining organized records, preparing reports efficiently, and learning new material through instruction or observation.

CERTIFICATES, LICENSES, REGISTRATIONS Must have or be able to obtain a Notary Public certification. Must possess a valid Texas driver's license (or state-equivalent), have reliable transportation, and meet insurability requirements of the County's vehicle insurance provider.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, write or feel; reach with hands and arms; bend, crouch, and kneel; and talk and hear. The employee is frequently required to stand and walk. A large percentage of the duties require standing and/or walking. The employee must frequently lift and/or move objects weighing up to 30 pounds such as, stacks of records, or other similar objects. Specific vision abilities required by this job include close vision, and ability to adjust focus. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

WORK ENVIRONMENT

This position requires standing, walking, lifting, and frequent interaction with staff and the public. Work is split between a legal law library environment and a fast-paced mail processing space.

While performing the duties of this job, the employee is exposed to moving mechanical parts and vehicles. The noise level in the work environment is usually moderate.
