Job Description

Accountant

The Accountant is responsible for day-to-day transactional accounting, routine reconciliations, and supporting documentation. This role ensures financial accuracy, compliance, and audit readiness through operational support. The Accountant works under established guidelines, addresses discrepancies, and contributes to the City's financial operations. Collaboration with the Senior Financial Analyst, Budget Management Analyst, and Finance Director is required. This position reports to the Finance Director.

Essential Job Functions:

  • Execute monthly and annual financial close processes as part of the team.
  • Perform routine pre-audits of balance sheet accounts, adjustments, and financial reports.
  • Reconcile asset and liability accounts, including receivables and special assessments.
  • Analyze transactions and journal entries for accuracy and compliance; prepare corrections as needed.
  • Prepare monthly financial statements and support external audit processes in conjunction of the Senior Financial Analyst.
  • Assist in finalizing year-end trial balances and preparing supporting documentation for audit review.
  • Process revenue and receipts, validate supporting documentation, and record transactions in the general ledger.
  • Reconcile daily cash postings with monthly bank statements and investment accounts.
  • Assist in the preparation of the Annual Comprehensive Financial Report.
  • Collaborate with departmental staff and assist in project work, periodic reports, and deliverables, especially related to year-end closing and audit preparation.
  • Perform other related duties as assigned within the Finance Department.

Minimum Qualifications, Licenses, Certifications:

  • Bachelor's degree in accounting, Finance, Business, or related field and 3 years of professional experience in governmental accounting; OR
  • Master's degree and 1 year of relevant experience; OR
  • Equivalent combination of education, training, and experience.
  • Valid Florida Driver's License required.
  • CPA designation preferred.
  • Ability to work on varied schedules, including during emergencies or disaster situations.
  • Special Requirements:
    • Emergency Response Status: As a condition of employment, City of St. Pete Beach employees may be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

Knowledge, Skills, Abilities, Physical and Environmental Conditions:

  • Knowledge of GAAP and governmental accounting standards.
  • Proficiency in financial reporting practices, internal controls, and routine reconciliations.
  • Skills in financial transaction analysis, journal entry preparation, and use of accounting software.
  • Effective communication and ability to maintain professional relationships.
  • Physical Requirements:
    • This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires stooping, reaching, walking, and feeling; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
